The Norwegian Complaints Board for Public Procurement (KOFA) operates under regulation established by Royal Decree 15.11.2002 number 1288. The Complaints Board’s duties are to handle complaints of violations of the law on public procurement, and all awarding bodies subject to the law – including municipalities and public bodies – have the obligation to participate in the complaint handling.
